Article 370 was the same promise that the BJP was already making. The BJP, formed in April 1980, contested the first Lok Sabha elections in 1984. He then promised to remove Article 370 from Jammu and Kashmir. Since then, the BJP has contested 10 elections and made the same promise nine times in its manifesto.
